The theme of the conference was Women Empowerment.

The IMF has started a Shakuntala Award for the outstanding Woman who works day and night and comes out of a unbelievable and tremendous work and result for the benefit of the Media.

In this context for the Year 2003 IMF has selected Ms. Kumkum Chadha, Editor States, The Hindustan Times for the Shakuntala Award.

After post Graduation in 1970 joined an Urdu fortnightly SECULAR DEMOCRACY. After a three year stint there, shifted to radio broadcasting, Freelance journalism, covered various subjects including culture events, Symposium on social and economic fields. Worked as a lecturer of Urdu at  Jawahar Lal Nehru University and Zakir Hussain College, New Delhi for three years.

In 1980 joined daily QUAMI AWAZ, edited its weekly edition. Later became the Assistant Editor of its Delhi edition. Wrote special features and human interest stories on different topics. Working since 1987 as Resident Editor, New Delhi for the daily THE INQUILAB, published from Mumbai-One of the largest selling Urdu Newspaper in India.
